Yes it does, but heres the real deal. Say you sell an xbox 360 for example, it goes for 450 shipped. Cool. Now you get your paypal payment and then ship your item, all it well, right.

All is not well, this buyer can still revoke payment via the credit card company, bank, or say they never received the item.
PayPal will refund them your money!
Yes, unfortunatly no matter how much email or proof in ebay you can send them does'nt make a bit of difference.
Pay for tracking, IT IS WELL WORTH IT!
